Introduction

Engineering Department

The Engineering Department of Chandigarh Administration is responsible for creating entire infrastructure development in the territory of Chandigarh comprising of roads and establishment of Water, providing and laying of water supply system, providing and laying underground sewerage and storm water drainage system, distribution of electric power and construction of various public buildings and housing accommodation for govt. employees of various categories. In addition, most of the buildings as occupied by Punjab and Haryana Governments have been constructed and are being maintained by the Engineering Department. At present infra-structural services are being maintained by the Municipal Corporation being of public utility but development of these services in sectors covered under Phase- III are being executed by the Engineering Department. To keep up the pace of development in compatibility to population growth of city, the building activity in the city is continuing and adequate funds are being provided under Plan schemes of the Administration.

Engineering Department is headed by Chief Engineer, who in turn is assisted by five Superintending Engineers in charge of Construction Circle-I, Construction Circle- II, Public Health, Electrical and Electricity Operation circle.

Construction Circle-I

Construction Circle-I is primarily engaged in the Construction of Residential and Non Residential Buildings related to Schools, Government Hospitals, Dispensaries, Sports.

Construction Circle-II

Construction Circle -II is headed by Superintending Engineer. The circle handles the work of maintenance of various Government buildings as well as non residential buildings located in various sectors in Chandigarh including Sports Stadium Sec-43, Sec-46 and Manimajra Chandigarh, Chandigarh lawn tennis Association & Skating Ring Sec-10 Chandigarh and new Sport Complex in Sarangpur is under Construction. Moreover New Police Housing Complex, Chandigarh Armed Police Complex, Dhanas, Chandigarh is under construction, Maintenance of other prestigious & heritage buildings such as Punjab and Haryana High Court, Punjab and Haryana Civil Secretariat, Assembly Hall, Haryana & Punjab Raj Bhawan Sector 6, Judicial Academy, Sector 43, District Court, Sector 43, Sukhna Lake are also maintained by this circle. Major roads of the city such as Uttar Marg from Jn. 1 to 5 ( Sukhna Lake Road), Jan Marg, Madhya Marg from Sarangpur to Fun Republic, Manimajra, Dakshin Marg from JW Marriot Hotel, Sector 35, to Mullanpur Chowk are major roads which are also being maintained by this circle. Cycle tracks are also being constructed along these roads. Major parks such as conifer garden, silence garden at Sukhna Lake, Palm Garden, Sector 52, Garden of springs, Sector 53 are being maintained by the Horticulture Deptt. of this office. A tourist information centre has also been set up in Capitol Complex to facilitate the tourists coming to visit Capitol Complex, Sector 1. Booking of Rock Garden for marriage and other functions in Phase-II & III are also being done by this office. Rock garden is one of the prestigious visiting place for the tourist visiting of Chandigarh which is being looked after by the Administration itself. The other works are looked by the department are Museum & Art Gallery, Animal Husbandry & Fishries, Library Building Sector 17 & 34, T.T.T.I, Sector 26, Chandigarh, Bal Bhawan, Sector 23, Shooting Range Sector 25, Doll Museum Sector 23, New Lake Sector 42, Snehalaya Maloya, Juvenile Home Sector 25, Le -Carbusier Centre Sector 19, I.T.I. Sector 28, Punjab Engineering College, Sector 12, Chandigarh.

The Construction Circle-II is primarily responsible for construction, maintenance, renovation of Union Territory govt. Residential/Non-residential Buildings located in Chandigarh. The Department is also responsible for all the plantation/Arboriculture operations along various main roads under Engg. Deptt. UT, landscaping of govt. residential/non-residential buildings, Phase-III sectors of Chandigarh 

Electrical Circle

Electrical Circle is headed by Superintending Engineer. The Electrical Circle is primarily responsible for providing Internal Electrical Installations in all the Govt. residential and non-residential buildings and its maintenance thereafter. The department is also responsible for maintaining electrical installation of Govt. residential houses and public buildings which also includes provision of elevators, Intelligent Fire Sensing System, public address system, C.C.T.V.s etc. at the VVIP residences and important buildings such as Raj Bhawan’s of Punjab and Haryana, Civil Secretariat, Punjab & Haryana High Court, Vidhan Sabha and high security public buildings of the city. Providing street lighting on various cycle track of the city as well on new roads/areas under the charge of the Chandigarh Administration with its maintenance. Thereafter, Providing ATC signals and blinkers on the city roads also falls under the preview of this Deptt. The Electrical works of all the Client Departments under Chandigarh Administration i.e. Sports, Health, Tourism, Education, social welfare, Law & Justice Deptt. etc. are also being executed by Electrical Circles as a Deposit work.

Electrical Inspectorate

In exercise of the powers conferred by Regulation 29 of the “Measures Relating to Safety and Electric Supply Regulations 2010” notified by Central Electricity Authority, the Administrator, Chandigarh Administration is pleased to constitute a licensing board under delegation of power by the Central Govt. issued Vide Ministry of Home Affairs, Govt. Of India, New Delhi notification No.S.O.721(E) dated 22/06/2004 to the extent and subject to the conditions that the authority for issuing Licence to the Electrical Contractors, and issuing or recognizing certificates of competency, under Regulation 29, shall vest in the Licensing Board to be constituted and shall be exercised by the said Board in accordance with the procedure prescribed in the notification.

The office of Electrical Inspector-cum-Secretary, Chandigarh Licensing Board is basically statutory. It is governed under Electricity Act 2003 and Central Electricity Authority(Measures relating to safety and electric supply) Regulations, 2010. The Electrical Inspector inspects the Electrical Installations and investigates into Electrical accident cases under the jurisdiction of U.T. Chandigarh. The Licensing Board grants contractors’ licenses, supervisor Certificates of competency and Wireman permits to the eligible candidates

Electricity Operation Circle

Electricity Operation Circle is headed by Superintending Engineer. The Electricity Department of UT Administration of Chandigarh, a deemed licensee under section 14 of the Electricity Act 2003, is carrying out the business of transmission, distribution and retail supply of electricity in Chandigarh (UT). The Electricity Wing of Engineering Department, Chandigarh has been allowed to function as an integrated distribution licensee of Union Territory of Chandigarh. The Chandigarh Electricity Department doesn’t have its own generation and procures power from its allocation from central generating stations i.e. NTPC, NHPC, NPCIL, BBMB, SJVNL and THDC. The remaining is met through short term purchase under bilateral transactions and power exchange etc. At present, the City is receiving 51% of its power through Mohali, about 9 % through Dhulkote and remaining 40 % through Nalagarh

Public Health Circle

Public Health Circle is headed by Superintending Engineer. This circle is looking after irrigation water supply of Rural areas and development of infrastructural services; providing and laying internal water supply and sanitary system in residential and non-residential building of Chandigarh Administration including Punjab & Hry. Sectt., High Court, Vidhan Sabha and Raj Bhawan ( Pb. & Hry.), Various schools and Colleges, UT Guest House, Sports Infrastructure, Swimming Pools, Sukhna lake Club, Social Welfare Projects such as Creches and Aganwadis including their maintenance; providing and installation of air-conditioning, fire fighting system including operation and maintenance thereof. For setting up of Govt. Medical College & Hospital Sec-32 & Govt Multi-Specialty Hospital Sec-16, air-conditioning system, fire fighting system, medical gases distribution and solar water heating system are being provided and maintained.
